Add the Scottish government agencies #160

Description

It's now possible to query for all the Scottish agencies. Let's see if we can adjust the query or the UK to add all or some parts of them.

Added Q21451686 # local authorities (32), Q83425186 NHS boards (14) and Q20667323 Health and social care partnerships (31) in 7e7ee4e.

Those were easy since they had a unique 'instance of'. We should look into if we can improve the modeling for the others to make it easier to add them to query as well.

Courts and public corporations were added by #173. Tribunals, parole board, Queen's printer and non-ministerial government departments by #174. The last "other" need to be carefully checked because they often have several values on 'instance of'.
