Investigate pages being rendered more than once #387

What happened?

Currently Snowman shows that the following pages are rendered more than once:

This probably means that the items in question are being returned more than once by the respective country queries, which should if the items are correct never be the case.

Q374794 - Gotland, Sweden - is currently marked as both a region and municipality, I'm almost 100% that it's a municipality with some regional responsibilities and "Region" in their branding. Q1155243 - Council of State, Netherlands - duplicate instance of? Q860639 - Oe-Cusse Ambeno, East Timor, special municipality or region? Or in need of a split? Q1085 - Prague Czech republic, looks like something odd is going on with the modeling of municipalities. Austria - Seems like someone added instance of district to lots of municipalities/cities, maybe large municipalities with district level responsibilities(or the opposite)?
