Improve the handling of errors from the DBMS in order to keep the collector running. #18

The current implementation will come to a grinding halt whenever there is a
database problem. We should catch the DBMS exceptions and attempt to
restart the operation. Possibly aborting the Collector after a given number
of attempts to retry has been made.
