I agree in principle, but I think this is outside the scope of a functional requirements document, and perhaps more suited to be a part of the guidance in the Selecting the Right Technology section of our Open Data: Getting Started guide.
The "must" requirements are intended to define a minimum viable product to do open data, so it makes sense that many or all of the existing popular solutions would meet them.
Weighted scoring of the requirements should help governments create a more objective, transparent way in assessing data portal solutions that meet their needs.
Going by the current requirements list, it seems that all the existing popular solutions meet all the "must" requirements.
