This was left ambiguous to allow for variations in policy. Visitors should be able to provide feedback, and it's up to the government to determine if that feedback is automatically public, moderated to be public, or kept private. Does that make sense? And if so, is there a better way to capture that in the requirements based upon the current structure? (I'm also very open to structural changes.)
Sure, that makes sense. But since ambiguity is likely to lead to confusion, perhaps you might want to point out that a range of features is acceptable? e.g., "must be able to provide comments and feedback on individual data resources (which may either be displayed publicly or sent privately to the government)."
In "Community Features," in the "Customers" section, appears the following requirement:
I assumed that this meant private comments and feedback (e.g., an email link), but under the "Publishers" section there appears:
Are you saying that public comments on individual data resources is a must feature? Or private comments? Whichever is the case, the language should be clarified.
