What about 'GovFresh Starter?'
What is the thought behind "starter"? That whoever uses it will modify and adapt the code?
Playing off 'Standard' more than anything. What about 'GovFresh GovPress?'
I like both "GovFresh" and "GovPress", but as a single name not combined.
From a branding perspective, seems like people would confuse 'GovFresh' as being just a theme (Am I overthinking?). 'GovPress' on its own could be a potential copyright issue.
No, I agree it would make sense to keep the brand and theme separate.
GovPress would not be an issue for WordPress.org. I have a theme called Portfolio Press. GovPress also comes up clear on US Trademark search.
What's your gut?

You'll likely need to do a fresh pull from this new repo url in order to get the latest.
The WordPress.org theme review guidelines state that themes cannot use "wp" in their name: http://make.wordpress.org/themes/guidelines/guidelines-license-theme-name-credit-links-up-sell-themes/
We could change the name of the theme from "GovFresh WP" to "GovFresh". Alternatively, we could come up with an entirely new naming convention. This might good, especially if different themes get released in the future. "GovFresh Standard" for instance.
It would also be good to rename the project in GitHub, since we are at a fairly early stage.
To make the update the stylesheet, textdomain, and all prefixes would need to be changed.
