Sunday project judging button

On a project page, after Sunday 4pm local time [2023-08-20 16:00:00] for the project, a new button appears.
The button appears where the Judge/New Scorecard button normally is.
The button has the text: Sunday Project Judging
The button is visible to logged in user NOT in that project's team.
The button is only visible until 12noon local time the following day [2023-08-21 12:00:00] for the project.
The button links off to a formstack form [URL incoming]
The URL has GET parameters appended to it [will get key names with form URL]
Team ID [of the project being displayed] [team.id]
Project Name [of the project being displayed] [project_name] (likely needs to be stripped / HTML encoded)
Team Name [of the project being displayed] [team_name] (likely needs to be stripped / HTML encoded)
User ID [of the person that clicked the button] [id]
Judge [of the person that clicked the button] [identifier_name] (likely needs to be stripped / HTML encoded)
