Update govuk-frontend to v4.8.
Update service header crown SVG to the one provided in version 4.8 of govuk-frontend.
Include small bit of CSS to ensure the new (narrower and taller) icon aligns with the rest of the logo properly.
Remove styling for .one-login-header__logotype-crown-fallback-image because we are not using a fallback image.

If you're reviewing the code, it might be best to focus on the changes under src. Everything under dist is just build versions of src.
