As the user, I need to be notified about the website will use my personal information.

[x] Find a good privacy statement from any DoD system and use it on the privacy page.
[x] Remove the privacy link from the main menu and just keep it on the footer.

Acceptable Criteria: When the Privacy shows all correct statement.

200406 - Found privacy statement from marines.mil. Also removed the link from the main menu.
