Upload and Download Workload as CSV file

• [ ] Create an upload capability for adhoc report to populate the workload.
  • Populate the Workload with uploaded files.
  • Requirements should be changed on the reports before uploading to the system.
    • Column names must match the system's column name.
    • The system column names does not match the adhoc report to prevent information security being leaked to the public.
• [ ] Create a download to csv button to make a back up files for archives and reports.
