As a program, I only want to allow certain user with qualifications to do certain things based on their qualification.

[ ] Create field entry for user with qualifications and can hold images for qualification certifications.
[ ] Create Dashboard for users that shows their qualification.
[ ] Do all of these using IdentityDBContext

Accepted Criteria: When Qualification fields is created and able to upload images. Also when able to show Dashboard.
