Next Tab and Previous Tab #219

IEP does not have a Next Tab (or Next File) and previous etc. as similar tabbed 
programs do (using Ctrl+TAB and Ctrl+Shift+TAB, respectively). By default 
Ctrl+TAB is mapped to "previous file", which is nice but should be in addition 
to the above rather than instead.

"Previous file" -> "last open file" or "last chosen file". "Previous tab" - tab 
to the left of current tab.
