Have a reframer for ffmpeg audio encode #45

First make a test with ffmpeg 3.0 to see if we can mitigate Then see if metadata negociation is possible Last write the missing module

Ok with FFmpeg 3 when decoding and encoding AAC. So postpone to a later milestone.
