Could not claim the USB device on Windows 11 with Nikon Z6_2 #618

I cannot capture an image on Windows 11 and my Nikon Z6ii using gphoto-2.4.14

gphoto2 2.4.14 gcc, popt(m), exif, no cdk, no aa, jpeg, no readline libgphoto2 2.4.14 gcc, ltdl, EXIF libgphoto2_port 0.8.0 gcc, ltdl, USB (libusb1), serial without locking

Steps to reproduce the behavior:

  1. Connect Z6ii camera USBc to windows11 computer USBa v3.x and turn on the camera.
  2. Attempt to capture an image "gphoto2 --port usb: --capture-image-and-download"

libgphoto2 2.4.14 was released ELEVEN years ago.
