Announcement page for Dynamic track #5

We should add a new Dynamic track page to the website. The page should contain a text description of the problem and its importance. It should say that GPPC will announce details of the track soon and will release data and a start kit.

While many entries in the GPPC have focused on static grid worlds, particularly focusing on pre-computation for extremely fast pathfinding, many games have dynamic worlds that are changed by users in unpredictable ways. As such, we are preparing a new track for the GPPC focused on dynamic maps. This track will test solvers capability to adapt as the map changes. Because maps can change at different rates, this will require a range of techniques that are compatible with uncertainty in future changes to the world. Benchmarks and the full details of the competition will be released soon.
