fix: move featured tool catalog to tooltip + make scrollable for smaller viewports

Make the featured tool catalog more responsive in smaller viewports.

• Make it shrink with the window
• Make it scrollable
• Move to Tooltip instead of absolute-ly positioned div to fix z-index issues
• Prevents threads container from shrinking with viewport
