Add LGTM configuration for LGTM.co #4

Add LGTM configuration so that we can use protected branches in GitHub as we were doing so in GitLab.

LGTM is already configured in the repository, but this needs to be merged onto master before enforcing protection on it (or we wouldn't have any mantainers and it would be impossible to ever merge).

Approvals will hapen on either

:+1: or :shipit: emojis (:+1: and :shipit: respectively) and with the LGTM string as is.

Remember, LGTM stands for Looks Good To Me :smile:
