Add new draft charter for the Working Group #18

This adds a draft charter for the GPU for the Web Working Group for the period 2022-2024.

First commit adds a copy of the Working Group charter as it exists today, along with a note that this is a draft copy for discussion.

Second commit refreshes the contents of the draft charter (see commit description for details)

No other change made at this point. Feedback welcome!
