This branch splitted the assertions from the rest of billionaiRe. The goal was to great a new package (whosays) that would store all of the assertions used across the packages.
After starting the work, we realized that only two packages would use those assertions: billionaiRe and rapporteur, while also needing their own sets of assertions. It was then deamed two cumbersum to create a new package just for that purpose. And so the work was halted.
