I'll probably make a show on how it all works, but for I just want to see it working :)

This pull requests adds

A netlify function to handle EventSub subscription requests from Glitch
A script to list / create / delete EventSub subscriptions
A GitHub action to run when stream.online/stream.offline events have been received from Glitch
