Add invite only mode #13

Sign ups are disabled. Instead, admin creates user accounts manually, and can send out invitations to email addresses with links where users can set their own passwords before using the app

status tracked at hoodiehq/hoodie-plugin-users#15

this is a feature that can be added after an initial release
