bump base image version #3

We're using oracle/graalvm-ce:20.2.0-java8, and recently trivy started reporting a bunch security alerts. Bumping base image version should make things a bit better

Please use up to date supported GraalVM version/images, old images are there for archive and reproducing bugs purpose.

There are already Oracle Linux 8 based images
