Highscoresbot must have a website. The scope of this website is giving information about the commands of the bot and configuring events.

This issue is just setting up the general website itself (packages, the store, etc), the framework around it and the layout (sidebar for example)

Change of plans, the frontend will be on the https://www.ppobuddy.com/ website.

This issue is only the implementation of the backend.
