MBS-8732: Change misleading cursor #41

New drag-and-drop function shows a misleading cursor: Due to the use of the class "draggable" there is always a move cursor when hovering a tile / segment / ... in the edit form, not only when hovering the drag handle.

This PR fixes this.

Hi Stefan, thank you for reporting this. But I really can't reproduce this. The cursor shows only the dragging icon if it is over the drag handle.

Do you use a different theme or some different scss settings in your Moodle installation?

Thanks a lot for reviewing this - it was indeed another plugin interfering, so I'm closing this.
