This introduces slightly modified behavior for the HydrogenFractionByMass parameter. In my mind, I think this behavior eliminates some surprising Grackle behavior.
This might start triggering errors in downstream applications... I'm torn about this:
on the one hand, it might identify cases where end-users expected 1 behavior and Grackle quietly supplied a different behavior
on the other hand, it might produce undue inconvenience in downstream applications
