Transcribe the `scale_fields_table_g` function from Fortran to C. #228

The title is very self explanatory. The scale_fields_table_g function is incredibly simple, so this was extremely simple and straightforward.

Assuming that all of the tests pass, this should be extremely easy to review. (It might be slightly easier to walk through the commits, where I tried to systematically make changes)
