Provide test code for grabing admin units codes (2 first levels of admin units) using virtual-ows, and pushing to grade. In a 2d step the set of features should be enriched with ISO3 code.

This has been provided adding a table from the latest GAUL database, giving GAUL codes, together with ISO3 codes (required for gluing to relationships with marine regions / eez codes)

I've added some enrichement of GAUL admin unit table with flagstate information. Still to do:

provide a merge of GAUL codes / names (supposing we want also admin units names in locales)
provide a method to push a VR Table to xml
