A feature that allows the moderators to add maintenance times, their regions, and their general purpose.

!maintenance

displays a list of maintenance times and their regions. list is sorted by datetime
permissions - everyone

!maintadd <time> <region> <description>

adds a maintenance time to the list. generates an auto ID for easy management
time format - year/month/day_hour:minute (24 hour time)
- example: 2016/03/18_18:30

!maintremove <ID>

removes the maintenance entry indicated by the required ID

Might be better to keep this in announcement channels rather than as a bot function.
