Plugin Publish plugin 1.0 #22

Simplify the Plugin Publish plugin by:

removing the multiple ways of generating publication metadata and always relying on the Maven Publish plugin for it (plugin will be auto-applied)
simplify the internals by using the Maven publications for everything (from artifacts to pom files)
simplify the documentation
address various issues reported in the past, in particular the insights of Daniel Lacasse

Update: version 0.21.0 of the Plugin Publish Plugin is out; it's supposed to be the last 0.x version and it contains deprecation warnings for all the stuff we plan on removing in 1.0.0.

Next step: releasing 1.0.0-RC1.

RC3 is now the latest version. Documentation for using that version is almost final

Final version has been released. Documentation for using that version is final, at least until Gradle 7.6-RC-1, which will bring improvements in the API.

Things still TO DO:

[x] write a Blog post and advertise it
[ ] update documentation once Gradle 7.6 is out
[ ] use this new version in GE
[ ] react to whatever feedback we might get from the community in the next weeks
