Promote JVM test suites as the preferred and stable option for configuring tests with Java, Groovy and Scala projects.

We will...

Make gradle init generate builds using test suites
Encourage the use of test suites in documentation and examples
Guarantee stable APIs and DSL for the feature
Advocate for test suites to be adopted by Kotlin and Android
