Changes:

Bumping baseline dependencies and moving to create-plugin tooling
Minor fixes around displaying units
Added a couple of dashboards for local development to test changes quicker locally
Added override migration to preserve the values of those migrating from angular

switched to v10.0.13 modules for compatibility (plugin says v10.0.0 + )
needs some more migration handler changes
panel currently doesn't render properly for some dashboards, will add to provisioning for troubleshooting
