Remove target block from prometheus.exporter.blackbox #1194

An alternative way to send targets to the prometheus.exporter.blackbox was introduced via this https://github.com/grafana/alloy/pull/997 to support dynamic targets.

The old way of passing the targets (via block) can be removed in the next major version. (breaking change)
