Add otelcol.processor.cumulativetodeltaprocessor component #1251

Request

Add the OTEL processor cumulativetodeltaprocessor, convert Cumulative temporality metrics to delta temporality.

Use case

Allows converting to delta temporality for computations, such as rate.
