Support ScrapeConfig CR Objects for external to cluster scrape targets.

Use case

I'd like to add a MongoDB Atlas cluster hosted externally to my Kubernetes/Alloy install and it has a documented procedure I'd currently add as static additional configuration but would prefer to point to it with a custom object.
