Add support for receiving SNMP Traps #440

I would like to capture SNMP Alerts (Traps) from my devices, and push them as alerts to Grafana.

Use case

while it's easy to capture snmp metrics using the snmp-exporter, it's not trivial to capture snmp traps. some article suggested to install several legacy applications or install Telegraf... (#3399). could Grafana Agent have this functionality?

Basically the use case is to be able to easily send traps to Grafana (cloud), so that all my alerts are in one place.

I'd personally be in favor of adding this functionality to Grafana Agent, though I don't know when we'd get around to prioritizing it. It's probably more likely that a PR from the community resolves this before we get a chance to.
