Support `googlecloudexporter` in alloy #732

I would love to rip out every other exporter and just use alloy because it's awesome. Google has a cloud exporter for all of their metrics/tracing/logging sinks, and I'd love to be able to use i: https://github.com/open-telemetry/opentelemetry-collector-contrib/tree/main/exporter/googlecloudexporter

Use case

We use google as a sink for telemetry, but the google ops agent doesn't work on prem, hence our wanting to use a collector that sends to google.
