feat(eks): Implement base eks module #169

This is the first attempt at implementing the eks module. The following is implemented

List of list prices of on demand ec2 instances for regions profile has activated
Generate pricing map to look up by region and machine type
List of instances in all regions for configured profile
Export cost metrics by ec2 instance for compute and memory

TODO:

[x] Generate cost map for spot instances
[x] List instances for other profiles
[x] Collect instances in parallel
