Upstream some config improvements #420

What this PR does: I propose to upstream some config improvements we've done in our infra recently:

Fine-tuned rolling update policy for distributor, querier, query-frontend, query-scheduler.
Increased memcached-metadata max connections from 4k to 16k.
Disabled step alignment in query-frontend to be compliant with PromQL.
Do not limit compactor CPU and request a number of cores equal to the configured concurrency.
