Add missing OSS resources and simplify config #103

Added:

grafana_annotation
grafana_dashboard_public
grafana_library_panel
grafana_playlist
grafana_sso_settings

And I got rid of the "external name map". This information was duplicated with the map that says which group to put resources in (oss vs cloud vs enterprise, etc)
