added sdata package #2

copied sdata package from plugin sdk experimental package.

Maybe dpdata or dpd or something? "sdata" was basically "not data" since the packages are used together. So if you have a better name, while fixing imports, maybe do it in one go?

Things under (currently sdata) build with are paired reading functions as well (or help with building and reading) for Datatypes (Kind+Formats) defined in dataplane. So the building is only part of it, and frame aspect is more how the data types are encoded and hidden more.

Also we should merge this about the same time as removing sdata so no gaps.
