Copy dashboards to the server before importing them when `grafana_use_provisioning` is `false` #235

The module community.grafana.grafana_dashboard (used in roles/grafana/tasks/dashboards.yml) requires that the dashboards are present on the server. Copy the dashboards to a temporary directory on the server before attempting to import them. Closes #229.

Edit: sorry, I misclicked and opened the PR in the wrong repository, this contribution is not ready. Ignore it unless I reopen it.
