Update OTel libs/deps to latest version #110

A few new releases of the otel collector contrib have been made. we should update our deps to the latest available ones taking into consideration the current status of our version of the GHA receiver.

Probably best done together with https://github.com/grafana/grafana-ci-otel-collector/issues/109 to keep versions aligned.

see https://github.com/grafana/grafana-ci-otel-collector/blob/main/PACKAGE_LEVEL_BINARIES.md to update package level binaries and versions pinned in https://github.com/grafana/grafana-ci-otel-collector/blob/main/pkg/dronereceiver/go.mod and https://github.com/grafana/grafana-ci-otel-collector/blob/main/config/builder-config.yml

with https://github.com/grafana/grafana-ci-otel-collector/issues/113 we updated to 0.99.0, we are back a few versions still
