Step 9 under Add an Alert Rule to Grafana states Because we only have one contact point (our Request Bin webhook), our alerts will default to use it.
Grafana seems to have a default contact point now grafana-default-email so the user needs to go into Notification Policies and manually set the Default contact point to RequestBin.
I also tested this on Grafana v9.1.0 (v8.4.5 is what the tutorial uses) and it seems to come with a default contact point also.
We have added a default contact point to OSS and the non-cloud tutorial is now a little misaligned.
