Implement error source #915

This PR implements error source - adds source of error plugin/downstream to error responses. I have completed also the "sanity checks" from https://docs.google.com/document/d/1FWbHFg6aEYgCo9uSvDaTCPcb9xUub-3rzXpBGjudWxU/edit#heading=h.i6vll9xj7zqw.
