docs: plugin.json process

We currently have:

/pkg/plugins/plugindef/plugindef.cue
/pkg/plugins/plugindef/plugindef_types_gen.go
/docs/sources/developers/plugins/metadata.md
/docs/sources/developers/plugins/metadata.md.tpl
/docs/sources/developers/plugins/plugin.schema.json

We're midway to having a /docs/sources/developers/plugins/reference folder as well.

Tasks

• [ ] Define and implement the update process for our documentation following a change to plugin.json
• [ ] Decide if we want to directly expose the json as well as / instead of the md file
• [ ] Remove any legacy/redundant files
