Incident Labels in top card do not show descriptions when hovered #93

Describe the bug

Not 100% sure this is a bug, but it would be nice if you could hover over these labels at the top of the incident like you can elsewhere on the incident page to reach the descriptions associated with them.

To Reproduce Steps to reproduce the behavior:

  1. Declare incident
  2. Apply label with description
  3. Hover mouse over label in Incident title card
  4. No tooltip shows up

Expected behavior

I would expect the label to behave like the label does in the timeline and provide a tooltip of the description when hovered.
