Add precommit hook

What this PR does / why we need it:

Adds precommit checks:

• frontend lint with --fix
• backend lint with --fix
• spellcheck

with lefthook (https://github.com/evilmartians/lefthook) which we use in main Grafana repo If this looks good, we can add it to the rest of our plugins
