Move test files

• Move tests into the same folders they are testing
• Rename specs/ to tests/

I think I explained this badly.

I want to follow the convention of having a file, foo.ts and its test file, foo.test.ts in the exact same directory side by side.

Hey, @daniellee Should we move setup_tests.ts to repo root and remove tests/ directory then?
