Add function showKentikError for showing alert with API error info
Using showKentikError in config page
Using showKentikError in panels

Yes, I think for the App config we should use a popup (similar thing to the DS config). But for the panel, I think it makes sense to don't break UX and use native error handling.

@alexanderzobnin @briangann Fixed Left alert in app config, Device List page and Kentik Home dashboard (because there is no native error handling) Kentik Top Talkers dashboard now uses native error handling
