Setup CI #17

Would be nice to get Go tests and possibly linting running in CI. Maybe also validation of the CUE definitions?

Yes, absolutely. Some base minimal CI to start with. Once we have that in place, we can start looking at a standard approach to testing the jenny pipelines we have sprinkled around grafana and sdks.
